Board of Adjustment

Overview

The Board of Adjustment (BOA) hears and decides applications of variances from the terms of the Pinehurst Development Ordinance (PDO). They also hear and decide appeals from any order, requirement, permit, decision, or determination issued or made by an administrative officer of the Village in enforcing any provision of the PDO.

Responsibilities 

  • Hear and decide applications of variances in accordance with the procedures and standards set forth in the Pinehurst Development Ordinance.

Planning and Zoning Board

Overview

The Planning and Zoning Board (P&Z) reviews all amendments to the Pinehurst Development Ordinance, all proposed rezoning of property under the Pinehurst Development Ordinance, all proposed master land use plans for planned developments, all proposed major preliminary plats of subdivision, and all proposed major site plans, and make recommendations to the Village Council for final action.

Responsibilities

  • Review all proposed amendments to the Pinehurst Development Ordinance, all proposed rezoning of property, all proposed master land use plans for planned developments, all proposed major preliminary plats of subdivision, and all proposed major site plans, and to make recommendations to the Village Council for final action thereon.
  • Perform studies and surveys of the present conditions and probable future development of the Village and its environs.
  • Formulate and recommend the adoption or amendment of plans and policies for the purpose of achieving the coordinated and harmonious development of the Village.
  • Review the terms of the Pinehurst Development Ordinance annually and at times recommend any changes that the Board considers necessary to properly regulate the development and use of land, buildings, and structures.
  • Prepare recommended zoning and subdivision regulations for the Village.

Planning and Zoning Board Special Meeting - Public Hearing

Notice is hereby given that a public hearing will be held by the Village of Pinehurst Planning and Zoning Board at 4:00 p.m. on Wednesday, April 21, 2021.  Members of the Planning and Zoning Board and staff will be participating at Village Hall, 395 Magnolia Road, Pinehurst, NC.  The meeting will be streamed in real-time on the Village’s website, at www.vopnc.org/live, for public viewing/listening and video-recorded for future reference.

The purpose of the public hearing is to consider an Official Zoning Map Amendment for approximately 2.68 acres and a portion of Moore County PID# 00025800.  The proposal would zone the property H-CD (Hotel – Conditional District) from RD (Recreation Development District) and OP (Office Professional Development District).  The proposed rezoning and associated General Concept Plan would allow for development of a 34-room lodge with meeting space and associated site features.  The applicant is Bob Koontz with Koontz Jones Design and the property owner is the Resorts of Pinehurst Inc.

Additional information on the above items are available for public review at Village Hall in the Planning and Inspections Department, 35 Magnolia Road, Pinehurst, North Carolina, Monday through Friday from 8:30 a.m. to 5:00 p.m.  Information on this request will be made available the week of the meeting on the Village of Pinehurst’s Novus Agenda website at https://pinehurst.novusagenda.com/agendapublic/.

ALL PERSONS INTERESTED AND WISHING TO BE HEARD can attend this public hearing at Village Hall or can send their comments to the Village Clerk, at publiccomments@vopnc.org to be read during the public hearing, in order that their opinions may be made a matter of record.
