About Us

The Planning and Inspections Director reports directly to the Assistant Village Manager and serves as a member of the senior leadership team. The Planning Department consists of three Village Planners, two Planning and Zoning Specialists, a Code Compliance Specialist, and an Administrative Specialist. The Inspection Department consists of three Building Inspectors.  The Department provides planning services for the Village as well as its extra territorial jurisdictions (ETJ) to preserve and enhance the community’s unique character and ambience.

Responsibilities Include:

  • Coordinating rezoning, text amendments, annexations, and subdivision reviews and hearings with Village Council and the Planning and Zoning Board, and appeals and variances with the Board of Adjustment.
  • Reviewing applications for Certificate of Appropriateness for the Historic Preservation Commission.
  • Ensuring compliance with the Pinehurst Municipal Code, Pinehurst Development Ordinance, and the North Carolina State Building Code. 
  • Reviewing plans for approximately 330 residential projects for zoning compliance annually.
  • Reviewing 25 commercial development plans on average in the Village and expansion areas each year. 
  • Conducting approximately 8,600 building inspections and 1,000 code compliance inspections annually.

    Village Council approved Small Area Plans for Village Place/Rattlesnake Trail and Pinehurst South/Hwy 5 Commercial Areas.

    As of January 1st, 2022 all permit applications must be entered online through the Permit Center.
