About Us 

Planning is a division of the Planning & Inspections Department and reports directly to the Planning and Inspections Director. The Planning Department includes a Planning Supervisor, Senior Planner, Planner, and an Administrative Specialist. Village Planners review and enforce compliance with the Pinehurst Development Ordinance (PDO) for all development and land use within the Village limits and its extra-territorial jurisdiction. The Village of Pinehurst Planning Department works with the community, Village Council, and other Village departments to set goals and policies for responsible development.

Responsibilities Include:

  • Coordinating with the Technical Review Committee to review approximately 25 commercial development plans in the Village and expansion areas annually.
  • Conducting technical studies and developing short-term and long-term goals, plans, and policies to guide responsible development.
  • Preparing reports, draft ordinances and guidelines for appointed boards and Village Council. 
  • Reviewing applications and coordinating hearings for the Planning & Zoning BoardBoard of Adjustment, and Historic Preservation Commission.

Technical Review Committee

The Technical Review Committee (TRC) reviews and provides technical comments on applications for development permits. TRC membership includes: Village Planner (Chair), Village Engineer, Building Code Official, and representatives from Public Services, Fire Department and Moore County Public Utilities.

The TRC reviews complete applications throughout the month. There is no deadline to get on a TRC agenda. An application is deemed complete if submitted in the required number and form, includes all requested information, and is accompanied by the applicable fee.
